Help Insufficient CPU performance? Help me out Please

Hello,
I have setup server on my laptop using this tutorial http://forums.steampowered.com/forums/sh...?t=2352576

Problem i am facing now server dont go futher this message.

Please can anyone suggest me what to do? How to solve this issue. i have looked out google, even searched this forum but no luck. Here in this forum someone had the problem like this but i dont know how did he solved it.? its not fully explained or somewhat.
