Help help Modding new

hello everyone im new and i was wandering if mods are elligal and can they get me ban from xbox360 but, if those are not true i would like some help on how to actually make my own mod like, "custom classes custom killstreaks" so if anyone would help me that would be awesome please reply asap.

Modern warfare 2 have no official mod support, on any console. All kind of modding is considered illegal, and will most likely get you banned. However, there is a popular cracked version of MW2 PC, which supports modding and will not get you banned from the retail version of MW2 PC. As wares are illegal on this forum, I'm not going to name it.
