Map vote not working with multiple people

I downloaded this mod and whenever I load it into my server, it doesn't work. My assumption is that it doesn't work when there is more than one person on the server. It worked fine when I test it myself in a private match, but not when I try to host it on my server. Here are the codes in the file. Any ideas on how to fix this?

Menu files are client sided. So every client MUST have it else it won't work.

Yeah and that is what got me thinking. Because the server downloads the iwd file to their client, but it still doesnt work. I have the mod setup like this. iSnipe>isnipe.iwd + vote.iwd and when they connect it downloads both mods, but for somereason doesn't show the menu.
