MW3 had this as well in the beginning. Then 1 or 2 months later everyone could suddenly pick all languages and this restriction was gone.

Also: negative discrimination -> LAWSUIT!

MW3 was different. You had to 'hack' the language at first, but you could already play with everyone over the world, not just Russians.

@hussi The game does have dedicated servers.
