Just make a forum post on that league to ask them. Make sure you explain the addon well..

It's RCON, every server has it build-in, MW3 has it as well, but you can't use it outside the game
It's not a form of cheating because it's already in the game
It does not change your config, and it's not illegal because it was in the previous COD's as well.

But, im not sure if it could get me and my team disqualified, but I will do as @Pozzuh said, maybe talk to the Admins of the League to see if its aight, without me getting in trouble with it. As long as it doesnt change my config whatsoever then im ok doing it atleast.

I read what you said, it doesnt matter if its not "cheating" , if TWL doesnt allow it, then it can still disqualify me.
