2. Insert the value of EXP(per 1 kill).
3. Wait, when all is DONE go to next steps.
4. Run Steam with Modern Warfare 3 game and Modern Warfare ranked dedicated server.
5. Join to the server with friend or solo.
6. Kill other people, or change team.
7. ENJOY.

little bit more information .. is it a dedicated server xp hack? or is it for private matches or when you are host or something?

In readme or instruction you have answer - it's config for dedi. servers.

Solo? however it seems rather complicated, when the majority of players do not know how to enable server browser...
