This is a very old topic but I'm still curious if this is possible with mod tools.

You can't monitor player chat via mods. How these programs do it is read the server .log file (all chat is stored in there)

Should be possible if you create a custom chat box.

You could make an command input bar. But people will never start using a custom chatbox because just hitting T is way easier.

you can just bind a something else to T? (your custom chatbox for instance)

and what if someone rebound his chat key, for example my chatkey is enter
