The normal way to make texture for mw2 doesnt work, this is the best that i got

Can someone tell me how to convert flags? using iwi_x_dds i found the format: DXT3

check your alpha .. it shouldnt be black, fill it with #ffffff

And what i have to do with HxD?

Nothing, you only need to use hxd if the file is in ARGB format, and this one is DXT3 so you dont need that
-use IWIFix v1.11 by 0rbit
