mw3 server rank problem help

I'm hosting a virtual dedicated server 18 players when I use it normal like no rank it can handle 18 players no problem but when I use the rank files so we can get experience like normal servers "I'm not even trying to boost" it can only handle 9 players it lags so bad.

Download 80 mbps
Upload 50 mbps

computer specs

Two core: Perfect for 2-6 game servers or several large sites.
Two full, dedicated HT CPU cores (Nehalem or better)
2048 MB of RAM
200 GB of hard drive space
2000 GB of InterNAP bandwidth transfer

Did you tried both options for making it ranked? OrangePL's and supernovAO's programs.
