By that logic hardly anything can be old since you have changing comments on everything. That just doesn't make sense.

No no no, comments to video are new, therefore the page is always new. However a VIDEO itself can be old. Stats are always new, unlike videos or any multimedia, so yes, that logic is fine

The stats might be new, the stats page is still old.

The stats page is new everytime because the new stats update the page.
