why permissions dont work. ?

Hey guys i have a big problem.
I add the xuid of a friend in sv_config.ini in Admins_xuids
but he cant use the commands but me can use the commands(i am host)
and when he type !gettype he got "Admin" but cant use the permissions.

i Use these plugins:

aaaPermissions.dll
ServerAdmin.dll
NoKnife.dll
Rules.dll
Sa3d Gametype... .dll

can somebody help me?

did you restart the server?

better way to add him would be !Add Admin playername

Could you sent your SV_Config maybe there is a fault
Than we can look if there is a fault or not
