Would it be possible to make a plugin to show 10 ping bars, or better still good old fashioned numbers.

True, but people need to understand that these are plugins,
Not mods.
But yea a chatcommand is a possibility

i was messing around with the ping viewer plugin that used !ping to show ping and i did see ping "as numbers" next to ping bars.

Of course you can show the ping in the scoreboard. But ping plugin doesn't do that. Maybe you played on a server with ProMod Plugin.

well, i saw this lately in a server (gdawg's jump server orso, idk if this is the right one but i guess so -> on the top in the server list) there were 10 bars and not 5
