[Update] Everyone can go ahead and dispute the charge with Paypal by opening the case. Then after 5 days, escalate the claim to the higher-ups. You'll usually get your money back.

1.) @d0h! is one of the best (if not just best) members of our community, he has most posts and most effort put into this website. He was always a reliable person, before he stopped being really active and after it also. He has no reasons to spoil his reputation and scam the forum he has put so much effort into. Maybe he just has some problems who knows? But you do not even know him, so better don't write such posts.

2.) @SuperNovaAO is the ADMIN of the website, he is who rules everything here, who pays for hosting. He does not post much, but he is definitely one of most smart (if not just smartest) people over here. And it is his status that is saying "Banned" just for fun. Who do you think can ban the only main admin? Or was it self-ban aka forum-suicide?

also, I did not buy keys from him (bo2 sucks) but I doubt he scammed you, I think you should just wait and he will at least make refunds if something went wrong with the keys :S
