This is a very stupid questions:
How to built a mod without gsc in the iwd file???

Add all the files you want in the .ff to the mod.csv.

Example:

rawfile,mymod/main.gsc
rawfile,maps/mp/mp_nuked.gsc
rawfile,maps/mp/gametypes/_rank.gsc
rawfile,maps/mp/gametypes/sd.gsc

And then check "Link fast file" and hit "Build Mod"
