Help Freaking weird error when starting server!!!!

Hello i have a server installed on windows xp X64 just to try something out,
and i have installed the addon plugin but when i start the plugin i get this weird error

Failed to load addon DLL.

GetLastError code: 0x75
The Specified module could not be found.


Please help me to fix this problem!

im not sure but thos are the files i had ::


addon : dist/logs/scripts/sv_config.ini/timedmessages.txt
plugins
d3d9.dll
maprotation_info.cfg?

And i also saw that itshax removed the files?

windows 8 pro installed .net framework 3.5 include 2.0 and 3.0
.net framework 4.0/4.5 already installed on win 8

Still having this error.

this is kinda anoying im figuring out what it is but realy cant find it.
Realy need your help guys ill even put up teamviewer if its needed!!
