Help server just doesn't show up in the list

Hey guys,
I need some help hosting a steam mw3 server.
Normally, everything that i try to host works perfectly, except the mw3 server.

So, I'm running it on a windows server 2012.
I think it has something to do with the ports, I tried to modify them with startup parameters but they like stay the same.
example, I set that the queryport has to be 27010, but in console it displays 27020...

Could someone please help me out?

check that it is allowed through the firewall

in your steam folder (LIKE : C:\Program Files\Steam)
copy steam.dll & past in your server folder .

i have the same problem.
even when i copy steam.dll to the servers root folder it wont show up in the list.
ports are al open.
direct connect to server works can play.
but it wont show up in the list
