you need to be 18 to be allowed to use a paypal account, if they find out that you are younger they will freeze your account.

The problem wasnt my age, it was that acc wasnt connected to bank acc

lol sorry but what did you excepted after creating an account at a bank?
of course you need to verify yourself by adding a credit card or by linking a bank account.

its not their fault that they blocked your account, its yours, you accepted the terms by registering an account and by marking "i read the terms and conditions"

its a way to proof that you didnt lied on your profile and that you arent underage
