here's what it does, if you're in the server and type "!nextmap" in chat, a console message comes up saying what the next map will be.
it's accurate about what the next map will be.
that's useful.

i'm assuming that all players in the server can see the console message.

it only works once per round per player and the maps still load randomly

Works 100% on any server that I have tested it on.
The anti-spam feature is really nice, one !nextmap per person per map.

Sometimes our !rules get spammed quiet a bit so it's good to have this feature.

Does it still work if you have a * for the map name? Like if you have the maps set to random? I have 16 dvar classes lol, and its not working for me. When I type !nextmap, nothing happens :/...it doesn't display it in chat to the rest of the players to see and it doesn't tell me what the next map is either.

No it will not work for * map names other it will not going to work with random rotation u must have to define map names in rotation in order to use this like mp_dome.

I use rcon plugin aswell, mby thast the issue.
