Try downloading it again from the site. Upload it again to your
server /plugins folder, overwriting the one there. Even if they look like
the same file. Then restart your server. Should work.
I had issues with a wrong version early on, and the above suggestion worked.

For the speed plugin to work, you have to stop and start the server.
So it adds the necessary changes to your config file. Then stop the server again,
edit the config file, and make changes to your speed settings, etc.
For the permission plugin, double and triple check that you have the correct
xuid in the setting for your admins.
Also, I'd redownload the server addon (not the plugins) to make sure
that you have the latest one of that.

yes but the thing is plugins dont even loaded im stopped n started server 100+ times and doesnt say plugins injecetd and they are in the folder

Are you sure you copied the d3d9.dll file to the server?
If so, then make sure your server has the Microsoft .NET Framework 3.0
and Visual Studio 2010 (VC++ libraries for VS2010).
If it's a hosted server, ask them to make sure the above are installed.
That should get it to work.

What do you mean? You mean that you can for example set the speed of a player to 1000? That's not possible.
