I have custom modified the base console_mp, and made a good config
no Uzi
no attachments except silencer
no grenades except smoke
No camo allowed
All client side effects/sounds (ambient) disabled
No fog
No earthquake from grenade/car explosions etc
Textures are decreased
AA is off (even if your pc settings say it is, it's not)
No Flash
PB enabled, option to disable in console
Removed Bobbing when running
removed shadows
removed some ambient lighting
brightened maps (removed CC on crash, shipment and killhouse plus others)
And many more settings, to edit just open the console_mp notepad and edit settings you wish, but this is the recommended settings for competition, unless you exactly know what the dvars for all the guns/grenades/attachments etc etc, i advise not changing anything.

There is an option for PunkBuster that is a little glitchy, if punkbuster is disabled, it will say so during a game, CONTINUOUSLY, a few people have to to stop it by disabling the PB option in the console_mp file, but to no avail, it has not worked, i figured a fix for it, you need to download a punkbuster folder, if you don't have one, run the game, start your server, turn PB off, then rename your PB folder to something different, it worked for me, so i hope it works for you.

I have re-uploaded the fixed file for the ruleset.iwd, it has a few more custom DVARS and also PB has been fixed
