No need for 100 packets unless your 250+ fps from what I remember, most FPS configs from cod4 had around 40ish max packets which gave better rego etc.
cod4 esl promod is maxpackets 100 and maxfps 250....since years...and now we are going back to 40or 50? and maybe you should inform you how maxpackets and maxfps are working together.

so now if you have 250 fps your maximum packets you can get at this moment is 84 and if you drop under 250fps packets go to 100 packets, same with 125/100...on 125fps you got 63 packets, but if you drop down 125fps...you got 100 packets...100/100..
most users use 125/100 or 125/63 or 250/100 or 250/63.
and most users have faster connection as dsl 1000 or 2000, so 63 or 100 packets are no problem..
more packets = better hitreg = more accurate gameplay
never heared someone would play on 250/40or 250/50....that is not "pro"
/edit: you are right, my mistake on 250fps you will get 84 packets, sry
