Well I can pretty much say this people who join Infected and then leave and rejoin when they get infected just to become Survivor again is annoying.. Is it possible to set anyone who joins put them as Infected? But isn't there also problem because normally Infected gametype puts a player as Survivor when they join?

Well you could save player data from the currently running match. If someone joins: check whether he was already in the match before, if yes: put him in infected team. I don't know whether this is possible, because you need a somekind of log linked to a plugin but what you could do is:
Make a plugin that automaticly puts all players in a certain team (for instance: infected team) after a certain amount of seconds (the amount of seconds after an infected player is chosen).

i just use the no reconnect plugin, saves so much hassle.

A better fix to this, is to see if it is possible to auto assign users to a specific team after a round has started.
This does not seem possible as of yet, but as the addon gets developed it could be a possibility.
Personally I use the NO-reconnect plugin, but do not disallow re-joining. Just have it flash a message in console that says he reconnected. Then an admin can kick the user.

I don't like the noreconnect plugin because if you lose connection while loading the map, you're out for the next round and I think that drives players away from the server.
