[Request] !rules - type a trigger word - text shows up.

Hello, sorry for making another request but for the programmers here, these must be as simple as writing 123. I'm looking for a simple way where my console can automatically say at random intervals something editable like To find our our web address type !address

So when the user types a !trigger word. The text i want them to see is shown.
pretty much like in IRC chat with !commands.

I've searched the forum up and down for this type of plugin and i cannot find anything like it, can't beleive it's never been asked for in all these years.

I wrote one once, but it was integrated into my stats app for blops.

I guess it would be pretty easy to do it other ways.
