That would sadly be the case, Yes, But as you may remember the addon on MW3 (if you don't, check it out) there were lots of game improving plugins/mods so no, It wouldn't be stupid stuff like 99999 godmode and 9999 speed and that stuff. Can't stand that neither because that just fucks up the entire game logic.
The dead ops mod is a good example, We could think of all sorts of cool stuff like we've always done. But yea, The thing with this would be that people would be playing with mods even if they didn't want to. @barata had a warning telling people that they were in a modded lobby and that they had to leave if they didn't want to play in one. I think this is a good idea, It shouldn't be possible to disable this message neither
