DVARS Don't Work On My Server

Still doesn't work, I patched it and applied the dvars, and set it to FFA. Is there any DVAR that 100% works, so I can test (Because so far i've been testing suicides and they don't give any points, while they should give 10k).

I know for a fact it works. I had suicide set to 5000 points and it didn't take long for people to figure out. Next thing I know there was a hole server full of people blowing themselves up.

I downloaded the server software, downloaded the patcher, put the steam.dll in the server directory, edited the config to add the exp boost, modified the recipe to start the game off of FFA, started the patcher, typed in 'start_map_rotate' - port forwarded all the ports, tested, and it doesn't work.
What the fuck did i do wrong?
