1) try to merge 2 existing mods to understand the basics (or learn c/c++)
2) there is only a list if someone is hosting, acitivision declared mw2 for dead officially so there arent many players anymore
3) get black ops

for a tuturial you can search your ass off like I did in the begin.
I recommend to download excisting mod, read the code, understand what it does and edit it.
After you did some experience start with a small mod etc etc..
I think there are gsc coding tuturials outside but they just tell you how a } works
