Same here. Yesterday Steam did an game update and after that it let me choose language for SP. Before that it just let me choose MP language. Only thing is, that if I choose English to be the game language, it skips the cutscenes and only shows the loading bar.
Oh, and after it updated, it must have deleted english localization.txt, because it was missing from the game dir and I had to re-copy it there.

The problem for me is, I dont have the language bar in the game options for the singleplayer. so I cant change the language there

Steam itself now made the game fully 100% English!!
